Hint #1 points directly at the town of Sneek in the Netherlands. Like babies bellies and oranges? Naval. And a search of 41.41m brings up naval architect and yacht builder PB Behage based in Sneek.
I’m not sure, though, because I haven’t figured out the other two hints. (And I didn’t ever get the ones from Lixembourg, either).

You did well to consider Navel like (similar to) Naval – but the similarity that I was going for was a different modification.

What can single-handedly sing a duet? Obviously some sort of two-headed monster.
Precisely the type seen on the coat of arms on the former empire of Austria-Hungary. I was stuck here for a while, until seeing that during the filming of XXX (the movie with Vin Diesel) that precisely 1200 cubic meters of water were used for an underwater scene – in Prague! Seated nicely in the upper corner of Austria-Hungary.
The answer is Prague! Well-done, sir.
