Not super confident, but my guess is Aachen.
It’s on the dutch border (hint #3). It had a dancing plague in 1374, great fire in 1686, but I couldn’t find any big floods (hint #2). Also, I can’t find anything that links hint #1 to Aachen, which is why I’m not super confident. But it’s reasonably close to Dusseldorf, so it’s possible. It’s also possible that it’s somewhere in the Netherlands (hint #3, duh), but I didn’t look too far into that.
An interesting guess, but incorrect.
In this case the easiest progression of hints might be #3, #1, then #2.
Hint 2 is pretty tough.
Ok, moving to the Netherlands (hint #3), I’m going with Amsterdam, because it’s a place people visit, and it has the red light district, so maybe there’s a green light district. And sure, there was probably a fire there, and the plague, and it probably flooded because maybe the dikes break sometimes.
